I think if you have some leaking you will see more fuel. Thing the running test is 2 minutes but cranking foe 1 should show enough to see witch are bad if any. 2.1 is far too low should be 3.5 to 4 bar from memory but as said injector leakoff could be the issue if the inline pump has already been changed .you want to get a leak off test done or smooth running test to see how they compare .
