For permanent removal?  Simple.  Don't.  It's now an automatic MOT & Vehicle Type Approval failure making your car illegal on the road.

If you do get caught then you could end up in far more bother than if you just leave it alone.  VOSA (or whatever they're now called) have been doing spot checks.  You can even lose the car if they feel so inclined.

The chance of getting found is low, but the cost to you if you do just isn't worth it IMHO.  You'll need to code it out in order to avoid error codes, and there has been some discussion about enabling MOT Centres to have access to the OBD2 ports in cars which (if it is adopted) means they will very likely find what you have done.
