Im guesing your on about the MPG needle gauge. It usually reads zero when at a standstill on tickover...
Also it looks like you have a fault as you have a triangle symbol next to the digital mpg reading....

Depends on what you drive. I thought 30mpg on an old SD was pretty good?

Should have added more details - Was on a run back from Huddersfield and managed to achieve this sticking to 60mph, which is the highest I have ever seen in this car. Driving it off the motorway for about 1/4 of a mile made it 29mpg.

I believe the 3.0sd is much more thirsty than the figures suggested officially - the E70 LCI gets much better MPG from the better gearbox. I guess 20" wheels also contribute to rubbish MPG as well.
