Where is everybody?
The logic, or so i am told, of Kent CC is that garages are mostly not used for vehicles any more as you suggest. Car barns are more likely to be used as they are 'drive straight in' unlike most garages with doors. The irony, as i see it, is numerous car barns where my daughter lives have been enclosed. Whether for storage or a vehicle, i obviously dont know.
